The galleons sailed across the Pacific via the hub seaports and trade centers of Manila in the Philippines and Acapulco in Mexico, forming a prosperous sea route connecting eastern Asia and New Spain on the American continent for more than 250 years. This pioneering navigation of the pan-Pacific regions promoted early global maritime trade along the new Maritime Silk Road between the East and the West. Singapore was ranked first for the competence of its public officials from 1999 to 2002 by "The Global Competitiveness Report". While research has been done on various aspects of public administration in Singapore, there is to date no comprehensive study of the Singapore Civil Service and the statutory boards and their contribution to the attainment of national development goals. The aim of this book is to rectify this gap in the literature by providing a detailed study of public administration Singapore-style. Public administration Singapore-style is characterized by these features: macho-meritocracy; competing with the private sector for talent; low level of corruption; reliance on institutional and attitudinal administrative reforms; reliance on statutory boards to implement socio-economic development programs; effective policy implementation, improving service to the public; and using policy diffusion to solve problems. Computational Intelligence (CI) is a recently emerging area in fundamental and applied research, exploiting a number of advanced information processing technologies that mainly embody neural networks, fuzzy logic and evolutionary computation. This book is devoted to the frequency domain approach, for both regular and degenerate Hopf bifurcation analyses. Besides showing that the time and frequency domain approaches are in fact equivalent, the fact that many significant results and computational formulas obtained in the studies of regular and degenerate Hopf bifurcations from the time domain approach can be translated and reformulated into the corresponding frequency domain setting, and be reconfirmed and rediscovered by using the frequency domain methods, is also explained. The description of how the frequency domain approach can be used to obtain several types of standard bifurcation conditions for general nonlinear dynamical systems is given as well as is demonstrated a very rich pictorial gallery of local bifurcation diagrams for nonlinear systems under simultaneous variations of several system parameters. In conjunction with this graphical analysis of local bifurcation diagrams, the defining and nondegeneracy conditions for several degenerate Hopf bifurcations is presented. With a great deal of algebraic computation, some higher-order harmonic balance approximation formulas are derived, for analyzing the dynamical behavior in small neighborhoods of certain types of degenerate Hopf bifurcations that involve multiple limit cycles and multiple limit points of periodic solutions. Recent findings in the computer sciences, discrete mathematics, formal logics and metamathematics have opened up a royal road for the investigation of undecidability and randomness in physics. A translation of these formal concepts yields a fresh look into diverse features of physical modelling such as quantum complementarity and the measurement problem, but also stipulates questions related to the necessity of the assumption of continua. Conversely, any computer may be perceived as a physical system: not only in the immediate sense of the physical properties of its hardware. Computers are a medium to virtual realities. The foreseeable importance of such virtual realities stimulates the investigation of an "inner description", a "virtual physics" of these universes of computation. Indeed, one may consider our own universe as just one particular realisation of an enormous number of virtual realities, most of them awaiting discovery. One motive of this book is the recognition that what is often referred to as "randomness" in physics might actually be a signature of undecidability for systems whose evolution is computable on a step-by-step basis. To give a flavour of the type of questions envisaged: consider an arbitrary algorithmic system which is computable on a step-by-step basis. Then it is in general impossible to specify a second algorithmic procedure, including itself, which, by experimental input-output analysis, is capable of finding the deterministic law of the first system. But even if such a law is specified beforehand, it is in general impossible to predict the system behaviour in the "distant future". In other words: no "speedup" or "computational shortcut" is available. In this approach, classical paradoxes can be formally translated into no-go theorems concerning intrinsic physical perception. It is suggested that complementarity can be modelled by experiments on finite automata, where measurements of one observable of the automaton destroys the possibility to measure another observable of the same automaton and it vice versa. Besides undecidability, a great part of the book is dedicated to a formal definition of randomness and entropy measures based on algorithmic information theory

A young and na?????‚??ve Englishman sets out on his first tour of duty as a Rubber Planter in an isolated rubber estate in near Kuantan, Pahang. Set in the waning period of the last few years of British Malaya, from1956-1960, Michael Thorp paints a vivid picture of his life on a rubber estate in the harsh tropical climate of Malaya. As a young 20-year-old with no prior knowledge or experience in rubber planting, he recalls, with fondness, and humour, the challenges and difficulties of learning the ways, cultures and languages of the various ethnic groups that worked on the rubber estate, of learning to adjust and live a life of isolation, with no transport and little or no company, and unique, once-in-a-lifetime experiences that could only come about from living on a rubber estate. Lively anecdotes that recount these experiences complete each chapter, from weaning a stranded baby elephant on condensed milk, to harrowing encounters and narrow escapes from dangerous snakes and ravenous tigers.

This book explores the latest developments in fully homomorphic encryption (FHE), an effective means of performing arbitrary operations on encrypted data before storing it in the ‘cloud’. The book begins by addressing perennial problems like sorting and searching through FHE data, followed by a detailed discussion of the basic components of any algorithm and adapting them to handle FHE data. In turn, the book focuses on algorithms in both non-recursive and recursive versions and discusses their realizations and challenges while operating in the FHE domain on existing unencrypted processors. The field of biometrics utilizes computer models of the physical and behavioral characteristics of human beings with a view to reliable personal identification. The human characteristics of interest include visual images, speech, and indeed anything which might help to uniquely identify the individual. The other side of the biometrics coin is biometric synthesis rendering biometric phenomena from their corresponding computer models. For example, we could generate a synthetic face from its corresponding computer model. Such a model could include muscular dynamics to model the full gamut of human emotions conveyed by facial expressions. Murray Gell-Mann is one of the leading physicists of the world. He was awarded the Nobel Prize in Physics in 1969 for his work on the classification and symmetries of elementary particles, including the approximate SU(3) symmetry of hadrons. His list of publications is impressive; a number of his papers have become landmarks in physics. In 1953, Gell-Mann introduced the strangeness quantum number, conserved by the strong and electromagnetic interactions but not by the weak interaction. In 1954 he and F E Low proposed what was later called the renormalization group. In 1958 he and R P Feynman wrote an important article on the V-A theory of the weak interaction. In 1961 and 1962 he described his ideas about the SU(3) symmetry of hadrons and its violation, leading to the prediction of the Ω- particle. In 1964 he proposed the quark picture of hadrons. In 1971 he and H Fritzsch proposed the exactly conserved “color” quantum number and in 1972 they discussed what they later called quantum chromodynamics (QCD), the gauge theory of color. These major publications and many others are collected in this volume, providing physicists with easy access to much of Gell-Mann's work.
