Technology underpins human development. We need it to provide the very basics of a minimum standard of life food, water, shelter, health and education. But a significant proportion of the worlds population do not have these basics today. And whilst a fifth of the worlds population lacks access to technologies fundamental to a basic standard of living, unfettered use of technology by those who have it brings its own problems including pollution, global warming and threats to the sustainable future of humanity. So why are we so slow to address these issues? Why is it that the drivers of innovation mean we are more likely to see research into a cure for male baldness than a malaria vaccine or into methods for extracting shale gas as opposed to solutions to store renewable energy? We need to rethink the purpose of our technological endeavour and how we provide access to and govern the use of technology today. We need to retool to change the alignment of our innovation systems to deliver technology that is socially useful and addresses the key challenges of poverty and environmental sustainability. Above all, our relationship with technology needs a reboot. We need a different frame of reference Technology Justice to provide a radically different approach to our oversight and governance of the development and use of technology. Rethink, Retool, Reboot addresses vital questions regarding the future of our world and the people living in it. It should be read by academics, students, activists and all those interested in international development and the environment.

Ramming earth has been a method of construction for centuries in many parts of the world and the technique can produce buildings that are strong, durable, safe and desirable. Because earth is an abundant and cheap resource, rammed earth buildings are often very economical. To achieve the best results the right techniques for the selection and testing of soils must be used to protect walls from water damage and shrinkage. This book aims to show how high standards can be achieved and the criteria on which rammed earth structures and building techniques can be judged. Since the fi rst edition of this book was published, the standards described in Rammed Earth Structures has been adopted as a Building Standard in Zimbabwe. Further progress is being made extending the use of rammed earth as an offi cially sanctioned building material across all SADC countries. This book is now therefore becoming an important guide and resource for those wishing to employ this economical and low-carbon building material in the construction of public as well as private buildings in Africa and elsewhere.

Great strides have been made in improving sanitation in many developing countries. Yet, 2.4 billion people worldwide still lack access to adequate sanitation facilities and the poorest and most vulnerable members of society are often not reached and their specific needs are not met. Moreover, sustainability is currently one of the key challenges in CLTS and wider WASH practice, subsuming issues such as behaviour change, equity and inclusion, physical sustainability and sanitation marketing, monitoring and verification, engagement of governments, NGOs and donors, particularly after open defecation free (ODF) status is reached, and more. Achievement of ODF status is now recognised as only the first stage in a long process of change and sanitation improvement, with new challenges emerging every step of the way, such as how to stimulate progress up the sanitation ladder, how to ensure the poorest and marginalised are reached, or how to maintain and embed behaviour change. There have been several useful studies on sustainability that have highlighted some of these different aspects as well as the complexities involved. This book develops these key themes by exploring current experience, practices, challenges, innovations and insights, as well as identifying a future research agenda and gaps in current knowledge. The focus and concern of Agrarian Change, Migration and Development is the problem of labour migraton. Veltmeyer and Wise explore the dynamics and development implications of the migration processes set in motion by the capitalist mode of production. The dynamics of these processes are both international in regard to the international or cross-border flows of labour migrants and internal to countries that have undergone, or are undergoing, a process of agrarian change and social transformation. Veltmeyer and Wise examine what they call the migration-development nexus from both a political economy and a sociological perspective, highlighting current trends, the global scale and the human dimension of the labour migration process, with particular reference to the increasing south-north flows of migrants who are forced to abandon their communities and ways of life by the globalizing forces of capitalist development. While it may appear that these migrants are free to choose to abandon their communities, and in many cases their families, in the search for greater economic opportunities and a better way of life, the authors show with devastating logic that the decisions made by so many migrants are rooted in the workings of the world capitalist system, which converts them into a pool of surplus labour to be pulled into and out of the system as required by capitalists in their endless search for private profit. <p>Over the course of the 1990s governments, policy makers, NGOs and practitioners concerned with poverty alleviation increasingly sought to integrate rights into their practice in a broad range of contexts and countries. The term "rights based development" was coined to describe these efforts. Development agencies such as the UN and the World Bank, along with many NGOs and governments, have sought to promote a common understanding of what rights-based priorities entailed for their work. However there is still limited understanding of how such approaches are being worked out in practice and how they are understood in different socio-cultural contexts.</p> <p>This book examines the ways that rights-based strategies have been understood in development practice in Latin America. It is based on research carried out with NGOs working with women and indigenous people in Mexico, Peru, Nicaragua and Bolivia, the latter three being among the poorest countries in the region. Rights-based development work has involved combining ideas of citizenship, democracy, participation and empowerment in novel ways. Doing the Rights Thing will contribute to the creation of a fuller understanding of this new approach to development and reveal the potential that it offers in ongoing efforts to secure more equitable as well as more effective and inclusionary development outcomes.</p>

<p>Lack of water is the limiting factor for many household and community-based activities for millions of people living in dryland areas. Rural water supply programs tend to focus on only two social aspects: improved access to domestic supply and improved sanitation. Less attention has been paid to how communities prefer to use water to develop their own livelihoods. This is due partly to the difficulties of abstracting sufficient reliable groundwater in dryland areas, and partly to a misunderstanding of why wells and boreholes fail, which leads to a general belief that abstraction should be limited to domestic supply to conserve the resource. When more water is available, not only are basic drinking and washing needs satisfied but also other activities with a high economic value become feasible, such as small-scale irrigation, fruit orchards, livestock feedlots, small-scale dairy units, fish farming, brick-making, etc. Such diversification avoids over-reliance on rain-fed cropping of marginal lands.This book shows how research in southern Africa has shed light on why conventional wells and boreholes fail, on the potential of the groundwater resource to support production through improved siting and selection of more appropriate well designs, and on the positive impacts and some problems that can emerge at productive water points.</p>

<p>The current paradigm of ‘partnership’ in urban development and management is widely used and accepted but there is little understanding of what makes partnerships work or fail. The broad premise that underpins this book is that a partnership is a relationship based on an agreement to share both benefits and risks. Partnership thus depends upon a high level of trust between partners. Trust depends upon understanding — understanding the strengths and weaknesses, goals and aspirations, and the capacities of each partner. Understanding depends upon communication — the ability to transfer comprehension and information.</p> <p>Three cities, one from each continent of the South, are studied for their complementary differences in experience and approach to local government and communication. Colombo has a long tradition of government support to community participation in slum upgrading but does not have a well-developed urban NGO movement. Nairobi has a well-organized urban NGO sector but the city has both a weak democratically-elected City Council and a centrally appointed Provincial Administration. Rio de Janeiro, which is considerably bigger than the other two cities, does not have a tradition of participation and recent municipal upgrading initiatives fail to demonstrate much meaningful resident involvement.</p> <p>What emerges is a picture of misunderstanding, mistrust and prejudice. The manipulation of rumour and half-truths within urban low-income communities by the local leadership marginalizes the ‘non-elite’. The lack of communication, indeed competition, between different departments of local administration militate against coherent partnership in the delivery and management of urban infrastructure and services. The authors examine the potential of clearly focused NGOs to generate an awareness within and between low-income communities and local governments for new approaches to communication and capacity-building.</p>

This book examines the various strategies of engagement employed by women working to transform the bureaucratic structures of state organizations, multilateral institutions and NGOs to make them more gender-equitable. These strategies involve combining the task of pursuing transformative agendas from within bureaucracies - of being 'missionaries' - while adapting to the techniques and practices of the bureaucracy as a 'mandarin' would have to do. The contributors examine struggles not only at the discursive level, where women's needs are constructed and contested, but also at the institutional level of the rules and procedures of bureaucratic actors, and at the level of resource allocation. Studies from many different countries, including Vietnam, Australia, the United States and Morocco, illustrate both the variety of institutional strategies adopted by feminists in different political and cultural settings, and the highly diverse forms of political action by women which can be seen to constitute feminist politics. From their different perspectives the contributors acknowledge the gendered nature of bureaucracies but argue against the view that these institutions are monolithic and impermeable. This book has much to say to all those feminists working within bureaucracies - whether state or civil society institutions - with the aim of promoting women's concerns; it will also interest those who have chosen a strategy of 'disengagement'. In addition, the book makes a significant contribution to recent developments in the anthropological study of organizations.
