The papers contributed for this volume form an exercise in clarification of the severity of the social challenges facing native Canadians and presentation of ideas on aboriginal social policy reform. The first paper examines unemployment among urban aboriginals and uses several socio-economic variables to try to explain the difference in aboriginal and non-aboriginal unemployment rates. The second paper examines property rights in traditional aboriginal culture and proposes aboriginal-centered institutions that would respect natives' desire to create a cultural space that is both amenable to traditional ways and compatible with individual rights. The final paper studies the effect of federal regulations on the decline of the traditional native in-river Pacific salmon fishery. It proposes an increase in the aboriginal share of the salmon harvest to help resolve native grievances over their natural resource rights and to restructure the fishery
