1 online resource (1 PDF file (xi, 104 pages)) : Growing levels of obesity (including among children), continued harmful consumption of alcohol, and the growing threat of antimicrobial resistance (AMR) are some of the greatest contemporary challenges to the health of European populations. While their magnitude varies from country to country, all are looking for policy options to contain these threats to population health. It is clear that public health organizations must play a part in any response, and that intersectoral action beyond the health system is needed. What is less clear, however, is what role public health organizations currently play in addressing these problems. This is the gap that this volume aims to fill. It is based on detailed country reports from nine European countries (England, France, Germany, Italy, the Republic of Moldova, the Netherlands, Poland, Slovenia and Sweden) on the involvement of public health organizations in addressing obesity, alcohol and antimicrobial resistance. These reports explore the power and influence of public health organizations vis-a-vis other key actors in each of the stages of the policy cycle (problem identification and issue recognition, policy formulation, decision-making, implementation, and monitoring and evaluation). A cross-country comparison assesses the involvement of public health organizations in the nine countries covered. It outlines the scale of the problem, describes the policy responses, and explores the role of public health organizations in addressing these three public health challenges. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe, Division of Health Systems and Public Health. This book describes the background, discussions, proceedings, and prospects of three consultations held by the Statistics Netherlands office under the aegis of the World Health Organization Regional Office for Europe. The overall goal of the consultations is to facilitate the development of common methods and instruments for health interview surveys, especially the European Health for All targets and database. This guide provides specific and practice-oriented views of measurement in health, with emphasis on the international comparability of methods and instruments. Chapter 1 reviews the role of health interview surveys in monitoring and evaluation of the health for all strategy, ending with a selection of health for all indicators that are only or best measured by health interview surveys. Chapter 2 presents the background, aims, and main discussion topics of the consultations. In Chapter 3, the conclusions of the consultations with respect to methodological issues are presented. Chapter 4, the core of the book, provides a systematic and updated description of the recommended common instruments for measurement of health for all indicators in health interview surveys. Conclusions and future perspectives with respect to the implementation and evaluation of common instruments are presented in chapter 5. Appendixes (annexes) include a list of participants at the consultations, a list of working papers used for preparation of this document, recommended instruments for chronic mental conditions, examples of showcards for use in administering the instrument for socioeconomic classification, and an illustrative set of questions on alcohol consumption. Annotation Reports the results of a major study aimed at determining the extent to which health policy development in Europe has been guided by the principles, objectives, and targets of the WHO health for all frameworks. Noting that health for all is a value-driven policy, the study gives particular attention to the development of policy instruments that incorporate the principles of equity, participation, and intersectoral action. The study also aimed to measure the extent to which the health for all policy has operated as a successful tool for addressing health needs and reaching targets. Policy developments over the past two decades are considered for each of 50 European countries. The report has four chapters followed by a series of country profiles. Chapter one introduces the study and describes its goals, methodology, and sources of information. The second and most extensive chapter presents 13 in-depth case studies describing the health for all process in 10 European countries. Countries were selected as representing a range of different population needs, health priorities, systems for health care, and political and administrative structures. Each case study is presented according to a common framework that considers how the main principles of health for all have influenced the development of policies. Chapter three summarizes the results of this analysis, covering such topics as the criteria for setting priorities and targets, the extent to which the principles of health for all have been implemented, and the key question of whether successes in some countries can be duplicated in others. Chapter four extracts general lessons from these experiences, identifies shared problems, and considers the main challenges facing future health policy in Europe. These include growing inequities in health, social exclusion, demographic changes, rising expectations, and the globalization of economies and communication technologies. The report concludes with a series of 50 country profiles offering concise overviews of health for all policy development

With the development of tests to detect infection with Human Immunodeficiency Virus (HIV), it has become possible to determine its prevalence and to monitor trends in populations. Such information is valuable in designing, implementing, and monitoring public health programs for the prevention and control of HIV and the Acquired Immune Deficiency Syndrome (AIDS). Before the screening of any population for HIV infection, a variety of logistic, laboratory, operational, legal, and ethical issues must be carefully considered. The design of a methodology for HIV surveillance should attempt to maximize the likelihood of obtaining accurate and useful epidemiological information about the distribution of HIV infection in the community concerned while minimizing the likelihood of adverse consequences. Each surveillance method has its limitations. Over the last few years, however, epidemiologists have increasingly advocated unlinked anonymous screening as an accurate and cost-effective method for public health surveillance of HIV infection. The main objective of the European Meeting on HIV Seropositivity and AIDS Prevention and Control was to determine how and when surveys of HIV seropositivity could be used, by reviewing their epidemiological, psychosocial, ethical and legal aspects. Such surveys would be integral components of national AIDS prevention and control programs. This report includes discussion and recommendations on the methods, problems, and usefulness of testing, on ethical and practical issues of HIV surveillance, and the scope and characteristics of effective national programs.
